Yes, you can join B.Tech Colleges based on your IPE marks in some Colleges. There are few seats alloted for Management quota and admission will be based on IPE marks or JEE Mains Rank depending on the College you join.

At 400 marks there are very less chance that you will govt MBBS/BDS college if you belong to Gen category candidate.

As your profile suggest you are from Maharashtra so there are chances that you might get govt college in course like BAMS or BHMS through state counselling.

Based on your marks your percentile would be around 80-89 as according to the feedback given by students 22nd July Shift 2 was on of the easier shifts and that you would have been able to get 90+ percentile if your score is above 100 or 105.
