I think you are confused between cutoff for MBBS colleges and cutoff for qualifying NEET.

The cutoff marks for qualifying NEET 2020 is 720-147 for general category and 146-113 for SC/ST/OBC category students. That means, students scoring less than 147(general) and 113(other categories) are not eligible for MBBS
