With a 48 percentile in JEE Main ,it might be below the qualifying cutoff for the SC category ,which usually required around 50-55 percentile to qualify.As for marks 48 percentile could be around 30 -40 marks but this varies based on the exam session .

Whether you will get a medical seat in government college depends upon cut off this year.
Cut off changes each year and can not be predicted now. It depends upon seat intake, number of candidates appeared , difficulty level of exam, previous year's cut off etc.
