Yes, a non domicile student can definitely apply to Universities in Gujarat for management quota seats but such seats are usually not available through online counselling portals as management seats are given upon the discretion of colleges. Congratulations for getting good rank in TS EAMCET 2020. According to last some years cut offs sorry to say but your chances in some good government institutions of Pharma D are very low so I think you should go for management quota but as cut offs may vary
