Fee structure depends on the university or college you study in, and definitely not based on just the degree. Consult with your college/university admission office for fee structure.

If i have to give one range then probably on an average electrical engineering goes between 4-5 lakh

You should go for electrical and power engineering because there are many future scopes regarding the solar energy and other sources.

After that you can go for programming or machine learning in the artificial intelligence as it is the future of our new era. 

You can also go for

You need to check previous years' closing ranks inorder to ensure that you can get any seat in a government college of your preferred branch, i.e., ECE. Accordingly, you can get the following colleges for ECE-

Netaji Subhash Engineering College, Kolkata

BP Poddar Institute of Management and Technology, Kolkata

Hi Candidate! You have not mentioned about your state domicile. Nevertheless, if you belongs from West Bengal then you have chances to get a seats in jadavpur University. But if you are from state other than west Bengal, then it s difficult to get a seat in jadavpur University. For the students of other states have to secure rank under 500 of general category as 20-30%  seats are filled by other states students.

I am at IIT BHU Materials science and technology branch, placement percentage is 40% and average salary is 7-8 LPA. Should i leave IIT??

Hey,
It entirely depends upon your calling. See,to be able to study engineering from IIT BHU(Banaras Hindu University) is a matter of immense pride for it is one of the best in India. Having said that,the placements to large extent depends on your stream. Branches like Computer Science and Electrical would anyday experience better placements. But, no need to to think always negative. See,if you work hard and work on building your curriculum vitae through the course of your study,you are likely to get placed with a good company. And the pay is intially low at every place. The pay,would eventually increase with time.
Talk to your family and your professors,they will help you better.
