So, as you mentioned that you have BSc in mathematical science, yes you can apply for IIT JAM. This exam is conducted to get admission in IITs and IISc for MSc programs. Programs include MSc, M.Sc.-Ph.D. Dual Degree, Post-UG Degree and Joint M.Sc.-Ph.D degree at the IITs and Integrated PhD Degree programmes at the IISc Bangalore.

For UGC NET exam, a candidate must secure at least 55% marks in master degree or equivalent examination from UGC recognized universities/colleges in Humanities including languages and Social Science, Computer Science & Applications, Electronic Science etc. The 55 % marks should be without rounding off.
For CSIR UGC NET exam, candidates must possess M.Sc. or equivalent degree or Integrated BS-MS or BS-4 years or BE, B Tech , B. Pharma or MBBS with at least 55% marks to be eligible to apply for the exam.
So you can definitely apply for these exams

What I would suggest you is after B.Sc. in Mathematical Sciences, you must pursue MCA from some of the Best NITs or Top Public or Private Universities having strong Placement Prospects. Especially the NITs, you need to ace the NIMCET Examination followed by securing Admission in MCA, and hence a strong career in the IT/Software/Services Industry.
Other Option could be pursuing a M.Sc./MS in Quantitative Economics, Mathematics & Statistics or Computational Sciences from Eminent Institutes like ISI Kolkata and its branches like ISI Delhi. ISI Kolkata and New Delhi, really have Good Placements. And after M.Sc. or after some years of Work experience post M.Sc., if seriously interested, you may even pursue M.Tech in CS/Mathematics & Computing/ Data Science from some of the Top Institutes in India.

Maharaja agrasen college, delhi.infrastructure and academics of this college is good.Faculty is very helpful to the students and highly qualified.coming to placement structure, placements in this college is average.so in my point of view,maharaja agrasen is better than PGDAV.But you can choose any other colleges in delhi than these two colleges.hope this information helps you.
