On what basis the seats in IITs are filled through IIT JAM for mathematics?

The admission in IITs for MSc or MSc- PHd dual degree are done on the basis of IIT-JAM. First a written test is conducted.  On the basis of this test score you will get admission in various IITs. For more detail on JAM check it https://university.careers360.com/articles/jam

Yes, maths is compulsory to be added while calculating best of four marks when applying  for admissions to  Bachelor's in economics honors from colleges which come under the University of delhi

Maths needs to be a compulsory subjects for pursuing MCA whether it is at class 12 level or at graduation level.
Different universities has different eligibility criteria but Maths has to be a compulsory subject for Masters in Computer Application.

cbse has changed the exam pattern for mathematics in 2020, i am giving improvement this year previously it was all 100 marks theory but now 20 marks practical has been introduced...will i appear for 100 marks or 80 marks??

You will appearing for the latest pattern declared by the CBSE board. You will be giving exam of 80 marks only.
The internal assessment for 20 marks will be taken for you as follows:
If you get 70/80 then your marks out of 100 will be:
