I can only say that on the base of the rank it's really hard to get CSE at VIT UNIVERSITY, but on the base of the given RANK, you can get other departments in other campuses.

Yes, you are eligible to give Assam CEE exam as the eligibility criteria is a candidate are required to aggregate 50% in 10+2 exam collectively in Physics,chemistry and mathematics.
For SC candidate it is 45% and 40% for ST candidate.
Also candidate should have passed 10+2 from Assam
