As per your question, most of the NITs demand for a minimum of 60% or 6.5 GPA in graduation for general/ OBC category, if you want to enroll for masters degree in NIT. So, as per the admission guidelines most of the NITs won't allow in their counseling

You can apply to IITs as well as NITs.With your marks you might not get IITs but still you should apply.There are very less candidates for MS and PHD programs so you can apply .You check the cut off of all the IITs and NITs here :

Hi Ansh, the cutoff varies every year based on various factors like number of test takers number of seats available difficulty level of exams etc. However going by the past cutoffs, the chances would be slightly less, as they expect around 550+ for general category and closing ranks around 450+.
