Yes, you may apply for MSc (Mathematics with Applications in Computer Science) offered by IGNOU, if you have at least 50 per cent marks in aggregate and 55 percent in Mathematics in your B.Sc.

As the eligibility criteria for MCA states that you must have mathematics in your 12 th or graduation ,you will not be eligible for this course.
But don't be upset as there are many other good options available for you such as,

Yes, 

though not a detailed study is required but section B of the exam is of numerical apptidue which will include Geometry, Charts, Tables, Algebra, Arithmetic etc. and it will also have general awarness section which will cover Current Affairs, Science, Culture, Trade etc.
