hii rajesh,

there are two options, either you prepare on your own as JAM requires knowledge of B.Sc. maths as well or you should prepare for integrated Ph.D. and M.Tech. only.

YES, you are eligible to get B.TECH in MECHANICAL ENGINEERING.
You have passed 10+2 exam with 70% which is decent marks.

As you said, you are studying CSE in a government college, let.me tell you first that college dont really matters.
CSE is a fastest growing and very broad field. You can learn about it from any source.

Gen. Rank 330 in BHU UET (Maths), Counselling did but was unable to pay the fee within deadline..Any other college/university accepting score??

The marks secured in BHU UET will be accepted by BHU only. No other college accepts it. Since you have secured good marks in UET try contacting the authorities to help you out and explain your problem to them
