I am 16 and just passed 11th commerce with maths, I have interest in chemistry and maths(got 90 in maths and 82 in science in 10th CBSE), commerce is bit interesting (business studies), should I repeat my class 11th with PCM? My parents have no problem, they are supportive.

If your parents are okay with you repeating class 11th, then obviously there is no issue. But , you will have to make your mind and be clear about your goals and your interests. As you are saying that you are interested in Business studies, you can actually switch

Of Course ,You will get a chance in Top Private colleges in India with/without your JEE or NTA score. Some of colleges are as follows:-

1) BITS Pilani, Goa, Hyderabad through BITSAT EXAMINATION.

I got 90% marks in class 10 and I mistakenly took commerce with maths, now I think PCM would have been better as it has more scope, I have passed 11th and depressed, my parents recommended me to repeat class 11 with science, should I do so? can I get admission in DU without preparing JEE?

Don't say pcm is better because of your parents. Your interest is more important
