Every seat in college is disturbed between All India Counseling as well as state counseling. Few seats falls under All India category and few seats are reserved for State Counseling. If the seat remains vacant under All India Counseling, it gets revert back to the state counseling.
Yes Maulana Azad Institute of Central University falls under both counseling.

Bachelor of dental surgery (BDS) course is the duration pf 5 years , which include 4 years of curriculum plus 1 year of rotating internship degree offered by university of Delhi and approved by dental council of India.

As you may know MAIDS offers 40 seats for BDS course. If you do not have a domicile of delhi then you need to score higher than 650 and rank below 5000 will be good (even to get a seat in the second round of counselling) since you are from general category. All the best.
