You are Indian residence but you study MBBS from abroad. So you have to give FMGE examination for getting MCI recognise license. You said you have the licence then may be you qualify the examination and got the licence.
So yes, you can apply for pg from India. But you have to give NEET pg examination which is conduct once in a year. If you qualify this examination with very good rank then you can get pg seat.

Well MCAT is given by students who wish to pursue MD from American medical school and to even think of doing a MD, a student need to have completed his or her bachelor's degree along with pre medicine track. So you need to first complete your bachelors with pre medicine track in US and then take the MCAT test to get admission in MD course.

As per the aforementioned issue I must tell you as you have only mentioned that you do not have domicile then it is not possible for doing internship as a citizen of this country. It does not matter whether you have studied here or not as you do not have permanent citizenship. So for that you have to work as an overseas citizen only if that is applicable.
