Hi aspirant, according to one latest source a general category student should hold a rank above 6,83,473 to be eligible for admission in government college for MBBS. While an OBC student should secure a rank above 8,20,167 to be eligible for admission into government college for MBBS.
Also for other reserve category the rank is different which usually changes every year.

Mop up round counselling of NEET are conducted for the vacant seats after the main rounds of counselling. According to the eligibility criteria of NEET, the candidates who have qualified NEET 2020 are eligible to sit in the mop up round. In the Mop up round a candidate can also apply for the seats in other state colleges as well. Eligible candidates can participate in the mop-up round against the vacant seats reserved to states in 15% quota, irrespective of their domicile.
So, yes, you can apply for the vacant seats in medical colleges of West Bengal in the Mop Up round.

Admission to KGMU in MBBS and BDS courses is through NEET counselling. There are 250 seats for MBBS and 70 seats for BDS, through NeET, UP.
The admission to MD and MS courses are through UP PGMEE and NEET PG ( 85% seats) or All India Post Graduate Medical Entrance Examination conducted by DGHS, New Delhi ( 15% seats ).
Admission to DM and M.Ch courses are based on AIDMCHEE.
Reservations for SC/ST/OBC is made according to UP Government rules.
The addmission process involves :-
1) Filling up of the application form online for which the candidates must the official Website of KGMU and register using their valid email id and mobile number. The application form can be obtained from the University Office as well, for offline form fill up.
2) Paying of the application fee of 2000 (for OC) and 1200 (for SC/ST) in the challan form through HDFC bank or Allahabad Bank.
3) After successful registration, candidates cam submit the correctly filled form along with registration fees.

Yes both the 15% All India quota and 85% state quota counselling for Delhi University colleges (with Vardhaman mahavir medical college) is done by Medical counseling committee. But for Indraprastha University ig is done by separate body or IPU itself.
And for other states the 85% state quota counselling will be done by respective state counselling authorities.
