Since your baby has studied from class 1st to 10th in Andhra Pradesh and only two years in Tamil Nadu so according to the domicile requirements her home state will be considered as Andhra Pradesh.

According to last years cutoff General category candidates needed 590 and above score to secure their seat in government medical college through state level quota.So your score are slightly low to confirm your medical seat in Uttar pradesh through state quota.But

If we go through last year's data then it shows that in 2019 lowest cut-off marks was 539 for GMC Gondia under General category in Maharashtra but this year the cut-offs are expected to increase around 15-25 marks as compare to that of previous year. So around 560

Under the unreserved/general category, 43779 rank is too low to get an admission in any government colleges in telangana. The highest hank cut off in telangana has gone up to 20000 +.
