It's quite difficult to predict that whether you will get  seat or not as  cut off marks for medical colleges keeps changing every year  depending upon various factors like  number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination

The answer for your question will be NO. you don't have to qualify NEET if you want to do MBBS from overseas.

But yes if you want to practice medicine in india you surely have to clear FMGE.

MBBS admission in government medical College will happen after the NEET2021 result declaration.

Admission in government college take place through two counselling one is AIQ counseling for 15% mbbs seats in govt college all over India and other 85% seats in government college is conducted by respective State.
