Yes domicile certificate is necessary for admission in MBBS government college but only in state councelling.It doesnt comply the same for India Quota Counselling.Apart from these you will also require 10+2 examination certificate,character certificate,Migration certificate etc.

Hostel fees in rml lucknow is around 20 thousand per year which seems bit expensive as compare to govt colleges but it is affordable.
Mess fee is 3k /month (compulsory for first year student). Quality of food is decent .
