NEET is the official entrance for students all over thr country for BPT MBBS BDS degree. To sit for MBBS counselling one has to clear the cut off marks or percentile.   Generally

Dear Ballavatripathy

You can only apply for the 15% seats of other states (of which you don't have domicile). And that is possible only through All India 15% counselling.
Other than that you cannot apply for other state counselling if you don't have their domicile.

You can apply under state quota only if you:

  1. Hold a valid domicile certificate of that particular state
  2. Or if you have completed your boards that is, 10th and 12th from that stare.

You have not mentioned the category you belong to, so I am  assuming  you from general category

It's quite difficult to predict that whether you will get  seat or not as  cut off marks/rank for medical colleges keeps changing every year  depending upon various factors like  number of students
