The cut off has changed and moved to highest as the topper himself has scored out off marks. And as you haven't mentioned your state it is hard to tell which college you might get. But pretty sure that mbbs government is impossible and so as bds. You

113 is just the marginal score in Neet and getting any government Medical college would be very difficult. Now if you apply for All India counselling, the chance of getting any MBBS seat with 113 marks is almost negligible as the cutoff score for SC category lies around 480 marks
