In the state of Maharashtra, under state NEET-UG counselling there are three rounds of counselling in total, out of which ONE round is a mop up round in which any vacant MBBS seat will be filled. The third and final round of counseling is considered as mopup round.

It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with all india rank of 21216 you hold a low chance to get a seat in Government Medical College.
For example, in neet 2019, all india rank of 14621 for general category was the cut off rank to get a seat in government medical college under UP state quota and it was for Autonomous Medical College, Bahraich
But yes, With your rank you have very good chances for govt quota seats in private medical under UP state quota which are listed :-

MBBS seat in Telangana has been increased this year. As MCI gave permission to three new government medical colleges. Therefore, ten government medical colleges in Telangana out of that around 1550 MBBS seats are available in government medical college and approximately 3050 MBBS seats are available in 22 private medical colleges. Thus, total number are of medical seat has gone up to around 4600 and 1,125 seats for the BDS.

Over 190630 students from SC category appeared for the NEET 2020. While 98809 SC students qualified the exam. 15% of total seats is reserved for SC candidates. There are 7,400 MBBS and 2,873 BDS seats in Tamil Nadu. The number of SC students who got MBBS seats is unknown.

The government has agreed to reserve five MBBS seats for the 2020-2021 academic year under the central pool for wards of COVID-19 warriors.
The move aims to dignify and honour the noble contribution made by COVID-19 warriors who have lost their lives due to infection or died accidentally due to COVID-19-related duty, Union Health Minister Harsh Vardhan said.
In the guidelines for the selection and nomination of candidates for central pool MBBS seats, the Union Health Ministry has introduced a new category,' Wards of COVID Warriors'.
The selection will be made through an online application by the Medical Council Committee (MCC) on the basis of the ranking obtained in the NEET-2020 by the National Testing Agency.
