Students can participate in that states irrespective of their domicile.But the students can apply only for private medical  colleges in other states.Because every state has 85% seats for their respective state students only,15% are under all India quota seats.The students from other state can apply through All india quota only.

In karnataka, the government seats, management seats and NRI seats are allotted by Karnataka Examination Authority. The seats reserved in defence quota is 10% in all the governmnt colleges. These seats are meant for the students from defense background.
