You have not mentioned whether you belong to region in Chandigarh or you belong outside of the Chandigarh. This information is actually important because 85% seats are actually reserved for the students residing in Chandigarh while outsiders are considered only for 15% seats.
However, if we talk about 85% quota seats, you can really get into MCM DAV College with this score. Being a outsider, you may not get your name in the first two lists, but you can surely get admission because DHE Chandigarh do conduct mop up round also, and in that even 70% score is accepted. see the students who belongs to the domicile criteria of andhrapradesh are eligible to Jnanabhumi scholarship. however you must fulfill the below mention criteria to become eligible for this scholarship:
The students must be studying at (Class 11 to PhD level) in a college affiliated to a recognized Board/University.
applicants must belong to SC, ST, BC, Kapu, Minorities, EBC and Differently-abled communities.
For students belongs to SC/ST/Differently-abled communities, the annual family income should be within INR 2 Lakhs.
For students coming from Backward Classes, Kapu and Economically Backward Classes, the annual family income limit is INR 1 Lakh.
For students coming from Minorities communities, the annual family income should not exceeded INR 1.5 Lakhs (rural) and INR 2 Lakhs (urban).

The hostel fee is about Rs. 1,06,000 / annum. But due to the COVID-19 impact the college is charging Rs.51,000 from new students and Rs.50,000 from old students in which Rs.1000 is refundable later. This fee will be adjusted later on after the students joins the hostel.

Yes, you can get admission to MCM DAV college for women, Chandigarh, under the general category, for the BA course with the 12th class percentage you have scored.
The actual cut-off percentage for BA is 65% for the general category. So you can go for it. You can even get admission for Economics course with your 12th percentage, in the same college, which can be another option you can check out.
BA at MCM DAV costs a total fee of INR 42, 190, which is a full-time course for 3 years, and the level of the course is Under Graduate.
As the college is permanently affiliated with Punjab University and got an A grade by the TEAM NAAC, it would be a great option for you with the kind of percentage you have. You can even have a look at other colleges for which you have a chance to get admission in BA, but according to what I know, MCM DAV is the best option for you with the percentage you have.

As per your question, yes you can take admission in the college where you want but there are some procedures which you should go with is that firstly you should require transfer certificate from which you are going to another college. Secondly you should carry your academics results which will be proof of your first year that you had passed all the exam . So that's it from this simple steps you can transfer your college.
But honestly not all colleges give transfer certificate to students easily during the academics. Don't this happens in some of the colleges. And if you had a valid reason then for sure they will give you.

Admission in Bachelor of arts course in MCM DVA college , Chandigarh depends upon cut off 2020 for BA program. Cut off changes every year and depends upon number of candidates and previous year's cut off.
However college had decided to lower the cut off, hence it is expected that there will be 70% cut off for BA courses so you are eligible
