Once your name appears in the any cut off list (either merit or entrance) you need to pay the admission fees within the given time limit otherwise you lose the chance of admission. Your name will not reappear in any other round if you fail to pay the fees in the round your name appeared in.

Yes, UGC now allows candidates to pursue two degree courses simultaneously, however one is through distance mode, and another through regular mode, so you can go ahead with MBA in full time and MCom in distance, however this is definitely not going to be easy to deal with, moreover MBA is a professional degree, anybody aiming for a scale up in management career aims for MBA, hence it's imperative you do well during your studies, and of course placement is an important factor here, that's what is the main motive of pursuing management studies, personally I believe if you have strong interest towards this then put your whole hearted energy, and stick with one only, also you should consider pondering upon what are your career goals when it comes to pursuing MBA and MCom, the latter options is good in case of recruitment pertaining to the domain of public sectors banks, you can appear for UGC NET or state SETs to become assistant professor, or having a BEd degree will make you eligible for a teaching career whereas the scope of MBA is more prevalent in corporate domain, so think through all this before making any decision regarding the same.
