I understand your concern. However, in my understanding, this could have happened because the candidates from UR Rank 1 to 40 must have appeared for other MD entrances say, AIIMS or NEET MD and must have taken up admissions in other colleges of their choice through these exams.
Your grand daughter can get Md Biochemistry Md physiology and DPH seats only through all India quota for obc rank 13131rank.
