Well the central scholarship is given to all the students who fulfil the eligibility criteria. As far as I know there is no specific list of institutions where only these scholarships will be provided. So you just have to apply and then you will be able to get it if you qualify.

As per UGC Guidelines,
No refund will be given if the student withdraws the admission 30 days after the formally notified date of admission.
If the student withdraws 15 days before the last date of admission, then full refund will be given.
A maximum of Rs.5000 can be deducted as processing charges.

I would like to inform you that 40th percentile for OBC category aspirant is requires for NEET MDS 2020. Based on the NEET MDS 2020 cut off, NBE will prepare the merit list for 50% All India Quota seats (for admission to around 243 PG dental seats). The Medical Counselling Committee (MCC) will conduct the seat allotment process for 50% AIQ, all deemed/central universities, ESIC and other colleges according to NEET MDS cutoff 2020. Also, the respective state counselling authorities will also determine the cutoff scores for granting admission to 50% state quota seats in government dental and private universities/colleges/institutes located in the state. According to your rank, chances would be less to get admission through All India Counselling. You can get a seat in Deemed Universities. Chances are there to get admission in MDS Oral and Maxillofacial Surgery in JSS Dental College, Kalinga Institute of Dental Sciences.
