Hello dear!

As your Obc-ncl rank in jee main is 25543 . You will not  get admission in good engineering colleges like NITs, government funded technical institutions ( GFTI) but you may get admission in some private colleges like LPU.

In my opinion, I would give the Institue 3.6 out of 5.

It has good enough infrastructure and reputation. The academic environment is also good. The placements are average. 

HEnce, overall It is a good college for MD Emergency Medicine

Yes, the question paper of English and GK will be same for IMA and OTI. As per the exam pattern, the written exam of OTI will be conducted for 200 marks. The duration of exam is 4 hours.
