Yes you can it's just a formality and nothing. Admission process is very easy. 

You can only get into drdo provided you have done your bachelor's  from IIT OR NIT , as they recruit only from IIT'S AND NIT'S . You must be at that top level so that they can recruite you without Mtech . You must have done some kind of research

Since cutoffs by VIT are not declared there are some approximations based on previous year admissions. These are purely approximations, With a rank of 1540 you may be able to get any stream in VIT Vellore. Since most of their cutoffs are below 10,000.
