If you want to do preparation of government job then M.Tech from earth science is good choice. You get lot of time for preparation. Or if you truly want to do research in earth science then iit kharagpur is a good platform. There are good placements in reputed organisation.

Hope you are doing well. Ethical hacking is a trending subject now a days. B.tech does offer a subject but it will be of very basic form. If you really want to lear deeply then MTech is not necessary but one certified course for that would suffice.

The dual degree would be for 5 years. 3 years of B.Tech and 2 years of M.Tech.
