According to the JNU official website they don't give any specific specializations for civil engineering students. You can check about this on their official website and here's the link for it.

Generally top collegr sin India Will need candidates to appesr for Entrance exam for Mtech courses.
GATE is widely accepted exam for Mtech colleges accepted across all top University in India.
Other state specific exams like PGCET , JNUCEE, etc are alsoapplicable.
