First of all, may I know why do you want to do B.Sc after M.Tech because this is quite unusual to listen that a student wants to go for UG after completing PG.
Also, there would be no issue but the eligibility and admission criteria vary college and university wise

Like any other private engineering colleges offering Mtech, Thapar university too would be filled only after IITs and NITs, so expected cutoff levels are less compared to preferred colleges.
It would safely be upto a GATE score of 450-500 and high chance of obtaining a seat. Though there will
National Institute of Technology, Jamshedpur will be releasing the application form of CCMT 2018 from April 3, 2018.

you need to qualify GATE first or any other similar examination to pursue M.Tech from Andhra university.
