Yes, you can apply for admission to M.Tech Maharashtra. Since you are born in Maharashtra and completed HSC (PUC) from Maharashtra, you are eligible for admission.

You also need valid GATE scores for M.Tech admission in Maharashtra.

There is a criteria of having 60% in bachelors degree or masters degree in the relevant discipiline along with required Gate score for IITs like IIT-Bombay, IIT-Roorkee etc.
