your cutoff toches PES university Banglore for M. tech in civil engineering. In 2018 closing rank was 4788 in 1G category, 7979 in 2AG , 4710 in GM so your Rank is good for admission in PES University. you can check the cutoff list 2018 by below link
Hi ! Yes you are eligible for marine engineering and harbour engineering in m.tech . So don't worry about it. Sometimes a student from mechanical can also go for it. So here competition is bit higher and at utmost you need to have a good rank. So hope you understand
