Please clarify what you wish to know. Without completing Btech successfully, you cannot do Mtech. Since you are talking about getting year back in Btech, this means degree is incomplete.

However, 8 CGPA in Mtech in IITs is quite a good grade. So, placements would be good

Yes it has the same value as doing seperate B.Tech and M.Tech in government jobs. 

It is beneficial if you want to go to government sector as you save one year as compared to 6 years for seperate B.Tech and M.tech.

Yes, Dual - Degree program is equal to doing B. Tech and M. Tech separately. They have a perk that this will save you one year of your time and you can start your job earlier or do anything else. There is no such thing that Dual -
