You can get admission in Government College. But it is quite difficult to get admission in the Top Government Colleges. It depends on various factors like your rank, your category.

The college provides you the whole engineering course well within 50 thousand +hostel extra where you get the fascility of a good library, 60+ acre green campus, gym, badminton and volleyball court.
The college also has an enormous list of alumni working at different public and private sector
There is no such cut off data but I would say if you are obc candidate you need to score less than 500 for the mechanical stream in first round. Above 500 you can appear for relevant rounds.
