Both the colleges are good for B.Tech Mechanical. As far as placement is concerned, the highest package in Heritage college till date is Rs.15.5 LPA and average package is Rs.3-6 LPA. The highest package in Techno India till date is Rs.14 LPA and average package is Rs.3-5

Ramdevbaba is way more better than PCCOE.
Go for Ramdevbaba it is an autonomous institute and better than PCCOE

As the closing rank for mechanical engineering at SGGS Nanded for last year was 6302, there seems no chance for you to get a seat there as they may not vary this much.
