I am so sorry to say that your question isn't quite clear and it becomes quite difficult to assume what actually your issue is. It looks like that you have completed your diploma in mechanical engineering and now you prefer to take an art course most likely a bachelors in any arts course. With deep regret I would want you to know that the eligibility for bachelors degree in any arts course is to pass in 10+2 examination. Further I would suggest that changing from engineering to other stream isn't quite a wise step. Rather you can look for a Bachelors in Technology degree preferably in mechanical engineering. Yes, of course. You can seek admission in JMI by sitting for it's entrance exam. The forms are usually out in May and the entrance exam is held during the month of September. The admission process starts during the month of October.

Both of these colleges are found to be having a good academic environment and overall faculties. The mechanical branch in both these colleges generate a good amount of abled professionals and skilled workers. Thus, when comparing the academic atmosphere, availability of facilities and skilled faculties both these colleges are of similar standards.
But recently, Cummins have found to be performing slightly better than PCCOE in terms of placement. Even though both these colleges have commendable placement rates, Cummins' placement rate can be credited as better than the other, still at a slight manner.

Seat allotment for JAC Counselling in all categories will be done on the basis of CRL (All India Rank) and Merit list of IIIT-D as explained in the admission brochure.
With your above mentioned rank. the chances for you to get IGDTUW Mechanical is quite low to decent as your rank is likely to be less.But it's only the prediction as the cutoff varies every year and is different every year.
The spot round will be conducted for seats vacant after the seat upgradation process and all rounds of JAC Delhi counselling 2021. Candidates will have to pay spot round counselling fee of Rs 10, 000 in order to participate in the process. If you have been allotted seat in this round, then you will have to pay Rs 85,000 as admission fee (Spot Round fee of Rs 10,000 adjusted).
