Hii mahesh,
Yes you can take admission directly in second year of bachelor of technology after diploma in engineering.
Admission are done through lateral entry scheme in various universities. But check minimum percentage required in university you want to apply.

Hi,

Your score is too good to get mechanical in any of the institutes but firstly prepare well for the advanced paper and then if its result doesnt goes well then you can consider the counselling of jee mains.

Look both of them are different branches with equal opportunities.It depends on your interest to choose a particular branch.
However, both of the colleges are really good and has good placement records.You can choose any of them according to your choice.

Mechanical Engineering at NIT is better than IIIT. If you have the option to choose among the two go for NIT for Mechanical Engineering.

You might have misunderstood the concept of Cutoff. The Cutoff is decided by the college which is minimum marks required by a candidate to be eligible to attend counseling and getting of the seat depends on the availability of seat till your rank.
