Merchant navy is a lucrative career option and for the person who follows all the necessary steps needed to be primarily taken, it is one of the best career options of today's times.
The eligibility criteria for becoming a merchant navy officer is that you should have Science (Physics, Chemistry & Mathematics) with at least 60 % in your class 12th. You should also have 50% marks in English. You should be unmarried at the time of joining.
So as per your query you have 50%in English that means you are eligible for this course. Go for it. The minimum age is 17 years and the maximum is 25 years to be eligible for examinations pertaining to the merchant navy.

I strongly recommend you not to take specialization courses before hand in BTECH. The reason behind it is that you restrict your other future choices and opportunities in the other fields and domains. After Mechanical Engineering, you can take specialization in Manufacturing, but you cannot do vice versa. SO, make your choices wisely.

With this rank, you could get Mechanical Engineering in some NITs like NIT Srinagar, NIT Sikkim in special rounds if seat remains by that round. Other than these you can also get some colleges in MP DTE Councelling. Following are the colleges that you could get :

The UPSC offers three engineering disciplines as optionals in the UPSC mains exam. They are civil, mechanical, and electrical engineering. They are indeed highly specialized subjects, and only engineering graduates are recommended to take them up as optionals. So you can take one of them.You have to choose an alternative subject in which you are comfortable to score high in UPSC mains.If the subject you took for graduation is available in the list of subjects given, it will be a comfortable option. A lot of candidates from an engineering background have performed well in the IAS exam. However, if a candidate wants to choose an optional subject based on their previous knowledge, if you have done btech in the given disciplines then the options reduce to Civil, Mechanical and Electrical engineering.
I would say, your UPSC preparation phase starts only towards the Final Years of Graduation or maybe while youre on your First Job. Otherwise the First 2-3 Years of Engineering you do need to deal with the branch you select in detail. Hence my suggestion would be select the Branch where your interest lies. If you and your Studies are well synchronized during Engineering, your activitues in day to day life somewhat get sorted, besides you giving time to your interests or UPSC CSE Preparation. However, Electrical Engineering is much tougher than Mechanical Engineering in Curriculum, hence this might be a point to consider. Secondly Mechanical Engineering, has a strong scope even in Private, PSU and Public Research Sectors across Domains.

If you have no particular interest in any one branch like CSE, I would advise you to good for one of the Best NITs lile NIT Surathkal or Warangal with a Considerably good and in demand branch like Mechanical Engineering. You may even select EC at NIT Nagpur or MNNIT Allahabad or maybe Electrical at NIT Rourkela, whichever College is at vicinity of your hometown. You cant really compare Top NITs on basis of Faculty or Placements as they all are good. Hence vicinity seems a good measure for you.
Incase youre dead interested in CSE, you may prefer Colleges like NIT Jamshedpur or maybe NIT Jalandhar incase youre from North India.
