Congratulations on getting such good college and branch options. I will give you a preference which will comprise of all these factors:
As far as the preference order is considered ECE and mechanical are two entirely different branches, if only institute is your preference then IIT Kharagpur over ISM.
I would also like to add here that an engineering course should be very much taken with an interest in the field so I would suggest you to consider that factor and if you are not aware of the branches mentioned look them up on the internet more reliable will be to go through the syllabus on the respective colleges' website. An interest in the field is the key factor in deciding how your 4 years of college will be and what opportunities you will land for yourself.

NIT Hamirpur is known for having one of the most beautiful campuses in India. They do provide good facilities including spacious and well kept library, cafeterias ,Wi-Fi, sports complexes and so on.
Mechanical Engineering branch is one of the highly sought after branch of the institute, it helps the students to learn and grow. It has a really great infrastructure too. Their courses are up to date as well. Each year the placement percentage changes but the average placement percentage for mechanic al engineering is 80-90% and for chemical engineering is about 40-50%.For CSE its about 95%.The faculty is known to friendly and supportive as well. Maruti Suzuki, Wipro, L&T, TCS, Infosys and all the major companies come here for placements.

See both the institutes are great but if you wish to go for any of it then I would recommend you to go for the DTU over IIT P. The reason behind it is that for Mechanical Engineering we all know that the placement rates drops and in general most of the ME don't get jobs in there core field. So its better to go for a college which have some background. IIT Patna is a new IIT's and its certainly not that great compared to DTU. Although both of them are great but from a placement perspective you can get a edge in DTU over IIT P.

Through GATE exam, every year various PSUs recruits B.Tech graduates , but you have to qualify their required cut offs individually .
For example, as per NTPC 2019 recruitment , cut off for mechanical PWBd was :
41.89 - Percentile and
17332- Rank
There are also other PSUs like ISRO, NPCIL, DRDO etc .
