i have got 70 percentile in jee main belong (st category ) than i will get to admission in nit silchar on mechanical engineering branch

You haven't mentioned your category assuming that you belong to general category you may not get seat in Mechanical Engineering in Anna University, Chennai. But if you belong to reserved category you have chances of getting seat in Mechanical Engineering in the preferred institute. If you are able to get admission to any college based upon the entrance exam which you had written, then you should go with the same. Provided it is your preferred branch. If you are unable to get that branch and if you can give good amount of money to college, only then go for admission through management quota.
The fees through Management quota for Mechanical Engineering varies from college to college. It can be around 4 lakhs and can go upto 10 lakhs during admission depending upon the college of your preference.

Yes ,you are eligible for jee main with your qualification of 3 year diploma in engineering provided you fulfill rest of the criteria

This is because,

3 year diploma in Engineering which is approved  by either AICTE or a State Board of Technical Education is equivalent  to 10 + 2 in order to be eligible for both JEE main and JEE advanced examination

For reference,

JEE main eligibility criteria is provided below :-

Eligibility criteria says that:-

--------) Qualification required :- to be eligible  for JEE mains  for BE or Btech you need 10+2/equivalent qualification with Physics,  mathematics and anyone of Chemistry or Biology or Biotechnology or Technical Vocational Subject.

-------) Passing year :- one is eligible for JEE main examination for consecutive three years starting from the year of appearing for 12th /equivalent examination

------) There is no age limit to be eligible

------) there is no minimum percentage requirement to be eligible for JEE Mains, you just need to have passed your 12th/equivalent

But yes,

To be eligible for  NITs, IIITs, CFTIs one needs at least 75% marks in class 12th /equivalent if belongs to General or OBC category or or at least 65% marks in class 12th if belongs to Sc or St category. For this year i. e 2021 this minimum percentage requirement of 75% - 65 % has been lifted off.

The scope of career advancement of mechanical engineers in India is upgrading every year. And in abroad, the growth factors are spectacular. A skilled mechanical engineers is the need of the hour for every oil exploration, railway, research, aerospace, automobile, chemical manufacturing, and development company. Now there are trends that only software engineers are needed due to the massive influx of technology. But a mechanical engineers expertise is as important as that of a software engineer.
