The admission procedure for diploma mechanical engineering course ( Royal mech ) starts along with all other branches if you have good marks in secondary school examination you can choose your own dream branch , or you will have to be satisfied by the branch what you get .
Eligibility to apply for diploma courses are those who passed 10th std , with compulsory pass in maths and science subjects in the qualifying examination ( X ) class marks , admission in Diploma Engineering courses shall be made on the basis of merit of secondary school examination (X) , or equivalent qualifying mark
To apply for diploma course you will have fill the application form of department of Technical education , of each state , issues the official notification for admission in different diploma courses in the official websites , students must visit the official website of the Department of Technical education and fill the application form in online mode
In some states there are also exam for Diploma courses like DCET conducted by Karnataka state

I believe, you should never consider a Branch lower than CSE, IT or least ECE, when your dicuss admission in Private Universities like VIT, KIIT, SRM or Manipal. I would suggest you to consider CSE at MU Jaipur, over Mechanical at VIT Vellore. Manipal University Jaipur has excellent infrastructure and facilities besides having strong placements for CSE with more than 90% getting placed last season, with an average package of 6 LPA.
