Shibpur have a good ranking and placed in higher place in compare to durgapur . Electrical in shipur is good in placement wise,since average salary package offers in shibpur is 6.50 lakh per annum while in durgapur the average salary offered to the mechanical student is around 6.0 lakh

Instrumentation and control engineering would be better choice than mechanical engineering. Mechanical being a core branch has a less package as compared to instrumentation and engineering generally. However you should decide which branch to choose according to your interest.
