For being eligible for pursuing engineering in india, you must have completed your class 12th board examination with Science stream including PCM from a recognized board.You can also pursue engineering after completing diploma course.After completing diploma you can  do engineering either by Lateral Entry or by clearing JEE mains

If you are from general catogary, then it's difficult to get seat in DU, if you belong to any reserved catogary then you can clear some college's cutoffs, mostly of east and west campus of Delhi University.
Otherwise apply in some private colleges or open universities like IGNOU.

for doing ME in Mechanical engineering , you have to do BE in Mechanical engineering. for admission into ME, you have to appear GATE exam and get decent score to get admission into colleges.  after ME (PG degree), you will have high chances to join as a professor.
