Yes, you are eligible to apply for aeronautical engineering through lateral entry.
The eligibly criteria require candidates to have passed Diploma in Engineering / Technology course of 3 years or more (after 10) or 2 years (after 10+2) from AICTE recognised University.

As per the faculty parameters, IIT Madras is the best IIT for Mechanical engineering. PLacements are also decent for IIT Madras.

Then after that IIT Bombay and IIT Delhi and IIT Kanpur are at par with each other as far as Mechanical Engineering is considered.
