To get your provisional certificate and degree certificate you must approach your college administration and request them to provide your certificates.Once you give them the details of your admission such as your name, roll number, branch etc.They will help you by providing the required certificates.

see it is not a wise decision not to take the certificates after passing the courses. you need to immediately contact with the institution from where you have studied and pass the diploma in mechanical engineering. the certificate is issued by only the institution.

sorry to say you can not get admission in b.tech after completing diploma in mechanical engineering in any nits. svnit stands for Sardar Vallabhbhai National Institute of Technology. nits b.tech admission is only done by jee main exam score.  nits and iits has no scheme for lateral entry admission
