Your rank is too high. You cannot get Mechanical Engineering in good colleges of Bhubaneswar based on previous years cutoffs. Cutoffs vary from year to year. You may have vert less chances of getting seat. So try for management seats or paid seats to secure seat.

Mechanical at UIET chandigarh is more worth than ECE at CCET since CCET is a private college and in comparison UIET is much better also you get much better placements at UIET than CCET chandigarh.

You can always change your domains if you want to after 1 year at UIET by getting a good score.

You have not mentioned your respective college. So I'm talking about an average as Btech fees varies for 2K/Year To 200K/year depending on a college. But for SC students if your family has less income then 6Lakhs/year and your are in Government College the fees you pay is zero and if paid you will get back in form of Scholarship.

Hello aspirant!  Let me to inform you that according to the rank that you have got in wbjee I will suggest you to take admission in birsa institute of technology Sindri. Because in wbjee to get jadavpur you must get rank below 1000 for non we resident. So you might not get a seat there. So go for bit sindri if you like the branch there.

however at this score it is really difficult to get mit or CEG.

however participate in the counselling process and see whats happen.

Hello aspirant!  Let me to inform you that it's completely your decision whether you should take admission in bit sindri or you should take a partial drop. Now in placement questions will definitely be asked on your drop that what did you do in these years .But that doesn't mean you won't get placed. 

Both mechanical and electrical engineering are very good in DTU. It depends on your preference and what you might be abke to get there that will decide which branch you should choose. If you are more interested in automobiles then you can go for ME otherwise if you are interested in electrical then go for EE. All tge best.
