Both the colleges are good for pursuing engineering. Both the colleges are well known in  India.
The electrical department of IIEST is considered to be the best branch of this college. The placement have been good with the companies like Microsoft, samsung, Maruti Suzuki, L and T, Tata Steel etc.

Well, it depends on your branch preference and also which iits you consider as "good". Cutoffs are much higher in old IITs of Delhi, Kanpur and Bombay than the newly opened ones.
