According to your aggregate marks in pcm which is 60 % and 90 marks in Keam and your caste being obc there is a decent chance to get mechanical engineering in college. 

Further it will be difficult for you to get in self finance colleges you may get

Well the answer as no for most of the top universities and colleges ,as most of the Institutes have their own eligibility criteria for btech  as you have got 43% in your 12 the class then you cannot even think about NITs IITs ,IIITs as jee mains eligibility
