It is tough to secure a seat in NITs for Designing if you are from GENERAL category. If you are from OBC/SC/ST then only there is chance of getting seat in lower NITs.

EWS category reservation has provided for the first time in JEE Main Entrance Exam so it would be difficult to tell you about the admission possibilities as previous year cutoff is not available but with this rank the chances seems less to get a seat in NITs.

Yes you can purse course in Diploma in Mechanical Engineering. You can do it either after 10 std or 12 std. There will be no entrance test. The selection process will be based on marks obtained in qualfying exam. You will have to go that college and fill application
